OK. I want an explanation for this story from the Evening Standard. Actually, I want two explanations.
1. Why has this woman bought 10,000 Mars bars?
2. Why did this appear in the Evening Standard? I'm sure there's a paragraph that's been lost at the end of the article:

"Sources suggest that the woman was likely worried about being able to purchase confectionery owing to the difficulties Londoners now face in carrying out day-to-day task following the introduction of the Congestion Charge.
